The PACE program provides care to the frail and elderly through a managed care service delivery model to dually eligible Medicare/Medicaid enrollees who have been assessed as eligible for nursing home care placement within their respective state. CMS proposed significant changes to the personnel qualifications of those individuals involved with direct participant contact as well as the composition and responsibilities of the Interdisciplinary Team (IDT). In comments to CMS, AARC advocated for RTs to be specifically included as part of the IDT to serve participants who suffer from chronic pulmonary disease. The IDT composition requirement was not changed due to nonsupport from the public during the comment period. However, other changes CMS made could open the door for respiratory therapists who seek new ways to promote their skills. For example, health care professionals who do not meet the 1-year requirement of prior experience working with a frail and elderly population will be allowed to receive appropriate training from the PACE organization.
